Nora Downs (she/her) is a Registered Dietitian and holds a Master’s degree in Public Health from the University of Washington. She taught nutrition education classes and worked on small public health evaluations in the San Francisco Bay Area prior to moving to Washington. Nora enjoys baking cookies, knitting, reading, and spending time with her family.

Katie Tong
Research Investigator, Qualitative and PSE data
Katie Tong (she/her) is a skilled evaluator with a Master’s degree in Food Policy and Applied Nutrition from Tufts University. She offers a broad range of experience, including directing community-based food access programs, managing SNAP-Ed program contracts, and working as an evaluation consultant. As an evaluator, her goal is to balance rigor and feasibility to develop robust evaluations that provide actionable information. In her free time, Katie enjoys getting outdoors, practicing yoga, cooking with her partner, and dancing with her toddler.
Little Known Fact: Katie has been making homemade granola for over a decade.

Shelby Winters
Research Investigator, Regional Evaluation and Data Visualization
Shelby Winters (she/her) joined the SNAP-Ed Evaluation team March 2022 and is a certified Tableau Desktop Specialist. She assists the team with developing data visualization tools, hosts Tableau trainings, and provides general evaluation support! Outside of work, Shelby is either gardening, knitting, or sewing.
